The ideal candidate may be a technical project manager or have experience as a technical lead, with strong solutioning skills. Works with the Director of Solutions, EVP of Operations and Solutions, and Senior Proposal Manager to write technical approaches for proposals in response to Task Order Requests and Requests for Proposals.

Must have strong writing skills and be able to create new content or discover and synthesize existing content to document a solution.

Must have knowledge of

• Agile / Scaled Agile implementation
• Software development approaches
• Approaches for management of development teams
• Must have experience writing proposal content that includes specific solicitation requirements, proposal win themes, discriminators, and the features/benefits of our management approach
• Must be able to work on deadlines and take editorial feedback to make changes to content to align with win themes and strategies.
• Must be able to create rough-sketch original diagrams and figures to communicate ideas, however, a graphic artist will be provided to make all solutions final-print ready.
• Must be capable of analyzing a Statement of Work, schedule, and deliverables/milestones to produce a hierarchical project plan
• Must understand the process for resource loading the project plan in order to develop a bottom-up estimate for schedule and cost.
• This requirement does NOT extend all the way to a fully blown Earned Value Management (EVM) solution.
• We will identify other resources for EVM implementation, if necessary.
• Must be able to identify the customer benefits of our technical approaches and express those benefits within the proposal content.
• 5+ years experience as a technical proposal writer is preferred.

Required Skills:

• 5+ years of Proposal Writing experience
• Must be comfortable and able to work on multiple proposals at once, in a fast-paced environment
• ability to research, organize, write, edit, and produce technical proposals
• High attention to detail, a must
• Understanding of Agile Development
• Excellent organizational skills with the ability to work independently and communicate across multiple departments effectively
• Strong computer skills and technical experience required, Adobe Suite, MS Microsoft Office Suite (Word, Excel & PowerPoint)
• Excellent English language, grammar, and spelling skills for writing, editing, and proofreading

Desired Skills:

• Experience in government procurement
• Evidence of successful support to large competitive proposals with values more than $50m.
• Formal proposal writing training and/or certifications (e.g., Shipley) preferred
• Understanding of Section 508 and ability to analyze and correct documents for compliance
• Preferred knowledge of Cloud technologies (specifically AWS), DevSecOps, including security technologies, CI/CD processes, and other modern approaches to software development.

Education/Experience Level:

• Associates and/or Bachelor’s Degree in a related area, such as English, communications, or marketing.
